Michael Kolbenschlag, RLA, CPESC is the Director of Environmental Services for Texas and South-Central US. Mr. Kolbenschlag is based in Tyler Texas and has been the Director of Environmental Services at CASC Engineering and Consulting for over fifteen (15) years. He is responsible for contract and project management of Water Quality and Storm Water Pollution Prevention programs for government and private clients in Texas and southern California.
Serving as the program manager for numerous state and county agencies, he has managed all aspects of compliance with Phase I and Phase II (MS4), General Construction and General Industrial NPDES Permits. He has managed numerous task orders for the Department of Transportation consultant contracts, water quality monitoring, and preparation of guidance manuals and statewide training programs.
Mr. Kolbenschlag is currently serving as Quality Assurance Manager for CASC’s NPDES compliance contracts with the Los Angeles Unified School District, Los Angeles World Airports (LAX), UCLA’s Capital Development Program, and Caltrans Permit Required TMDL and BMP Pilot effectiveness monitoring in Los Angeles and Ventura Counties.
Mr. Kolbenschlag’s prior experience include District Construction Stormwater Coordinator for the California Department of Transportation (Caltrans), Construction Project Manager and Landscape Department Manager for SeaWorld San Diego.
Joyce Goode, CPESC, Environmental Scientist - Ms. Goode is based in Fort Worth, Texas and has been an Environmental Scientist with CASC Engineering and Consulting for 4 years. Ms. Goode has over fifteen years of experience in the civil engineering and consulting industry, with work on projects as diverse as residential developments to government projects. Her experience as a project manager and water quality consultant has led to an understanding of all key phases of development from the tentative process to final engineering.
Ms. Goode has focused the latter part of her career on the NPDES permit program. She has expertise in Industrial General Permits, Construction General Permits, and MS4 Permits. She has worked with multiple municipalities on developing programs to comply with the permit program. Currently, Ms. Goode is leading a team in the development of GIS-based database management in compliance with Phase I and Phase II MS4 Permit compliance for municipalities.
